I am tasked with commercializing a new EPA-funded technology for detection of trace metals in aqueous matrices. I need to know the following:

1) What industries are regulated with regard to discharge of trace metals? What are the applicable regulations/metals/levels?
2) What methods are typically used for trace metal detection in these industries?
I also need to know how many wastewater treatment facilities there are in the US and worldwide - this last item is applicable to several new EPA-funded technologies that my company is tasked with finding markets for.

You are asking for quite a mouthful. As far as what industries are regulated for metal discharges, basically just pick one. I would get a copy of 40 CFR and start at section 403 for general rules, then skip to section 413 through 471 for regs about metals in effluents.

Remember that these are categorical limits. A layer of local limits usually accompanies these categoricals, and they can be either more or less strict, depending on local conditions.

Typically, in our field (circuit board mfg), we can use flame atomic absorption spectrometry (AAS), or ICP (Inductively coupled plasma), or even a combination (ICP-AES - Inductively coupled plasma - atomic emission spectrometry). There are shops within the Bay area (CA) that have extremely low limits (Nickel) that require a graphite furnace AAS. I believe that before too many years (greater than 5 years, less than 15 years), most of the country will be that way.

For your (and everybody's) information, you can access the sections of 40 CFR noted below quite rapidly and conveniently by going to the Printed Wiring Board Resource Center (PWBRC) home page at http://www.pwbrc.org and selecting "Compliance Assistance" from the left-hand menu. Then select "Regulations", and then "Effluent Guidelines and Standards". You can then select individual sections to download in PDF format from the EPA server.

You'll need a password to get into the PWBRC, but it won't cost you anything. Also, some of the new browsers will remember passwords for you, so after you've signed up once, you won't have to go through any password hassle again.
