We have a quantity of scrap boards, some with fused tin/lead and some with Organic coating which need to be recycled. (Sorry, no gold plating). Does anyone know of a company which recycles the copper from circuit boards (unpopulated)

You may wish to contact Metallic Resources Inc. out of Twinsburg Ohio. They have at times been involved with the recycle of tin lead frames and bare copper laminate in smaller quantity. (less than truckload). If truckload quantities are available you might try Penninsular Copper. They advertise in the back of PC FAB.
